Sen. Joe Manchin, D-Nev., rebuked Senate Democratic leadership for failing to pass a budget over the last three years, although he took some responsibility for the lapse, and explained that Democrats don't want to lay out a budget before the election.

"I think there would be just too much risk for the next election," Manchin said when asked, on Morning Joe, why Democrats haven't passed a budget in almost three years. "They don't want to risk the next election."

Manchin, the former governor of West Virginia, said that "there's no excuse" for the failure. "I would have been impeached as governor," Manchin added. "I would have been impeached."

He also said that the federal government is spending about $3.7 trillion a year, but only taking in $2.2 trillion in tax revenue.
