Maryland narcotics investigation uncovers child sex case

A 65-year-old Silver Spring businessman has been accused of using oxycodone and heroin to lure young girls into having sex with him and other adults.

Robert Chin has been arrested and charged with one count of production of child pornography and distribution of one kilogram (2.2 pounds) or more of heroin.

Chin -- the head of a sheet metal company that supposedly worked on Cowboys Stadium in Arlington, Texas -- is expected to plead guilty at a hearing scheduled for Jan. 4.

His attorney, Lana Manitta, did not return a phone call Thursday for comment.

According to the 28-page charging document, the narcotics investigation started by the FBI's white-collar crime squad devolved into a sordid child sex case involving a D.C.-area doctor and a wealthy Texas couple having sex with teenage children, including their own.

The case took a turn last summer when a 32-year-old Woodbridge woman suspected of finding high school-age girls for Chin died of a heroin overdose.

Family members of Melissa Altrath told FBI investigators she would take girls to meet Chin in exchange for drugs, documents said. One of those girls was a 17-year-old whose image ended up being found on a cellphone belonging to Chin, documents said.

Investigators obtained a search warrant for Altrath's cellphone. A review of her 17,000 text messages indicated Chin traveled out of state to engage in sex with minors, prosecutors said. Other times, a young brother and sister from Texas traveled with their parents to D.C. to meet with Chin, the document states. The boy and girl were 14 and 16.

The messages also revealed a medical provider may be bringing drugs to sex parties that also involved minors, documents said.

Chin referred to the person as a female doctor in the Washington area who engages in sexual activity with minors and has a special drug cocktail that may include heroin or Ecstasy, documents said.

Investigators served a federal search warrant at Chin's house last month and recovered a cellphone with videos of Chin and others having sex with a 17-year-old girl at a hotel in Woodbridge, according to documents.

The girl confirmed to investigators that she met up with Chin and Altrath, consumed drugs and hung out for three days.
