During a House Oversight and Government Reform hearing today former IRS Commissioner Doug Shulman refused to take responsibility for the IRS employees who targeted Tea Party groups under his watch.

Shulman was asked by Rep. Tammy Duckworth D-Ill. whether he was willing to take responsibility for employees under his authority, specifically referring to the conduct of IRS official Lois Lerner.

“I have the same answer, this happened on my watch, I do not accept responsibilities of all the actions taken by all the people outlined in the report,” stated Shulman.

Lerner stated that she would not testify in front of the the committee, citing her right to refuse questioning under the Fifth Amendment.

Duckworth said she was “deeply disappointed” in Shulman’s answer, reminding him that in the military, officers understand that “you can delegate authority, but you can never delegate responsibility.”

“I hope you remember that in the next position you go to,” she added.
