Jay Carney: John Boehner has 'Putin envy'

White House press secretary Jay Carney on Thursday said Speaker John Boehner, R-Ohio, had "Putin envy" after his office released a video accusing President Obama of being more willing to negotiate with the Russian leader than with the GOP on budget issues.

"The video, I thought, demonstrated a little bit of Putin envy," Carney told reporters during his daily briefing.

House Republicans are calling for spending cuts in exchange for raising the nation's debt limit. The federal government will reach its borrowing capacity in mid-October.

The White House on Thursday reiterated that Obama would not negotiate over an increase in the debt ceiling, accusing Republicans of risking the U.S. credit rating in a game of political chicken.

Obama administration officials and their Russian counterparts recently struck a deal that calls on Syria to hand over its chemical weapons to the international community.
