During Wednesday's Congressional hearing with Health and Human Services Secretary Kathleen Sebelius, Rep. Gregg Harper, R-Miss., asked her if President Obama was ultimately responsible for the botched Obamacare website launch.

"Is the president not ultimately responsible like a company CEO would be?" Harper asked.

"Sir, he's the president of the United States," Sebelius replied. "I have given him regular reports and those — I am responsible for the implementation of the Affordable Care Act. That's what he asked me to do and that's what I will continue to do."

"While I think it's great that you're a team player and taking responsibility, it is the president's ultimate responsibility, correct?" Harper pressed.

"You clearly — uh — whatever. Yes, he is the president, he is responsible for government programs," Sebelius shot back.
