Speaking to reporters in Kiev, Secretary of State John Kerry criticized Russian President Vladimir Putin for moving military forces into Ukraine, but specifically said the U.S. was not seeking confrontation.

"President Obama and I want to make it clear to Russia and to everybody in the world that we are not seeking confrontation," he said, reminding Russia that there was a better way to ensure their interests in Ukraine.

Russian officials, Kerry suggested, should take their concerns to the United Nations instead of invading Ukraine.

"If you are legitimately worried about some of your citizens, then go to the government, talk to them about it, go to the U.N., raise the issue in the Security Council," Kerry said.
