Amtrak on-time record deteriorating; please send $151 billion

If you've gotten the impression that Amtrak trains have been running slower this year, it's not your imagination. They have been, as this Wall Street Journal article documents.

The decline in on-time arrivals was particularly sharp in January and February, when the Northeast experienced — thanks to climate change! — cold winter weather, but March and April were both down nearly 10 percent. But don't worry. Amtrak CEO Joe Boardman has a solution: $151 billion in spending to improve track. Somehow I don't think that's going to be forthcoming.
