Gray proposes $9.6 billion D.C. budget with no 'new' taxes, but...

< p>Mayor Vincent Gray on Friday proposed balancing a $172 million budget gap for 2013 not by adding taxes but by making cuts to some social services in the District and increasing revenue collections from city residents.

The $9.6 billion operating budget includes adding more red light and speed cameras in the District to increase revenue from traffic tickets. The mayor's budget team estimates the increase in tickets would add $24.8 million after the installation of the cameras.

The budget also proposes other methods of using residents to increase revenue — the proposal suggests holding residents' tax refunds at bay until all outstanding fines are paid to the Department of Motor Vehicles.

The budget also includes nearly $103 million in expenditure cuts, including cutting $23 million from the Department of Healthcare Finance by eliminating coverage for hospital care. The proposal largely affects undocumented residents who seek hospitals for their health problems rather than primary care physicians.
