Who: Wisconsin Department of Workforce Development

What: According to an official in the Department of Workforce Development, as many as 135 jail inmates in Wisconsin receive unemployment insurance on a monthly basis.

Why it's an outrage: The overpayments mean at least $325,416 went to inmates.
