Davis delivered a 30-minute speech to the small gathering, hosted by Move-On-Up, a black conservative organization, in which he discussed the role of personal responsibility in government. Davis couldn't resist mentioning West's 'do a second time, when he said officials must represent everyone, not just those who look like them. "Allen West does not get to just serve African-American men with flat tops," he said.
