< p>Heating bills will rise this winter even though fuel prices are stable because normal temperatures are expected to return after last year's record warmth, the federal government says. Here's what the government estimates households will pay on average this season:

Natural gas

Retail price: $10.32 per thousand cubic feet

Change from last year: Up 0.8 percent

Total cost: $697

Change from last year: Up 14.7 percent

Electricity

Retail price: 11.4 cents per kilowatt-hour

Change from last year: Down 2.3 percent

Total cost: $951

Change from last year: Up 5.5 percent

Heating oil

Retail price: $3.80 per gallon (a record high)

Change from last year: Up 1.8 percent

Total cost: $2,494 (a record high)

Change from last year: Up 19.5 percent
