Virginia State Police are investigating the skeletal remains in the Alexandria area.
The badly decomposed body was found by construction crews Monday in the cloverleaf area of the ramp from Interstate 395 to Duke Street.
No identification was found on the individual, and police could not determine whether the body was male or female.
Police said the body was found in a heavily wooded-area previously occupied by homeless people.
The body was transported to the Office of the Medical Examiner in Manassas for examination, autopsy and identification.
