DETROIT (AP) — A private business group has stepped up with $6.4 million to do what struggling Detroit couldn't — restore working street lights along a 2.3 mile thoroughfare on the city's southwest side.

The Detroit News (http://bit.ly/13yuCMq ) reports that the Southwest Detroit Business Association s Detroit began the effort five years ago after learning that Detroit officials weren't planning for the street light work on West Vernor Highway in their own five-year plan.

Today, the association has raised all but $400,000 of the money needed to repair and install the lighting.

Association official Teresa Zajac says work will begin about November.

Gov. Rick Snyder announced Friday that he was moving toward appointment of an emergency financial manager for the city of 7000,000 because of persistent budget deficits.
