Construction company head cheats taxpayers out of $9 million

A former construction company president faked applications to two taxpayer-funded programs for disadvantaged businesses and made her personal income appear lower than it was to qualify for the money, according to the Department of Transportation's inspector general.

Elaine Martin, former president of MarCon, was convicted last week of conspiracy, wire fraud, mail fraud, filing false tax returns, making false statements and obstruction of justice.

Federal prosecutors are seeking the $9.2 million in cash and $2.7 million in real estate Martin earned through her fraud scheme, according to the Idaho Statesman. The company was based in Meridian, Idaho.
