On Monday, the Wall Street Journal reported that Apple is talking to Comcast about a new streaming-television service that would be powered through an Apple set-top box and would get special treatment to bypass congestion on the Web. Ensuring the quality of service Apple wants over the “last mile” of the cable operator’s pipes connected to homes wouldn’t be easy.
