Dalton made the proposals in Durham on Wednesday while releasing what he calls the "Fair Deal for Working Families" platform.
Dalton wants to prohibit sex-based wage discrimination in the workplace. He said he also would seek to bar employers from using credit information of a worker or applicant in determining employment. Libraries and schools also would be required to adopt uniform Internet safety policies on public-use computers.
Dalton unveiled a portion of the plan Tuesday in which he would give teachers and state workers up to four weeks of paid maternity or paternity leave.
