Eleanor Holmes Norton: Dulles Rail board should adopt federal contracting rules

A D.C. leader wants in on the clean-up of the region's troubled airports authority.

D.C. Del. Eleanor Holmes Norton announced Thursday she would reintroduce a bill that would force the Metropolitan Washington Airports Authority to follow federal contracting rules.

The airports authority, which was faulted by a federal inspector general in November for giving out millions of dollars worth of no-bid contracts, is currently revising its contracting manual.

"Reports of MWAA's problems continue while the agency slowly reinvents the wheel for competitive contracting and employee and officer ethics instead of adopting and tailoring existing federal regulations proven to do the job," Norton said in a statement. "Writing its own rules could help, but might not restore credibility to MWAA."

Rep. Frank Wolf, R-Va., also reintroduced legislation this week concerning the airports authority. One bill would reduce the size of the authority's board and give most of the power to Virginia. A second bill would create a permanent inspector general at the authority.
