Federal appeals court: Law-abiding California residents have right to carry handguns in public for self-defense

The 9th Circuit U.S. Court of Appeals has ruled that citizens have rights under the Second Amendment to bear arms outside their homes for protection.

The ruling comes in the case of Peruta vs. San Diego.

"The Peruta Court expressly stated that its ruling only applies to law-abiding citizens," Cato Institute scholar David Kopel, who filed a friend-of-the-court brief in the case, writes on the Volokh Conspiracy blog on WashingtonPost.com. "The plaintiffs were in accord; they did not challenge the statutory requirement a permit applicant must be of 'good moral character.'"
