Former General Motors lobbyist Robert Ferguson has just been promoted to the position Vice President of global Cadillac, according to the Wall Street Journal.

Mr. Ferguson, 53, joined GM in 2010 and until today was GM’s vice president for public policy, aka chief lobbyist in Washington. He led GM’s negotiations with Obama administration officials over the details of the president’s plan to nearly double the fuel efficiency of cars and trucks sold in the U.S. to an average of 54.5 miles per gallon by 2025.

The Cadillac brand is expanding significantly around the globe, especially in China. In April, the company announced plans to open 600 dealerships in China this year, tripling the number of sales by 2016.
