D.C. Mayor Vince Gray issued an emergency order Wednesday intended to protect cyclists from U-turning motorists along Pennsylvania Avenue.

The District Department of Motor Vehicles has been dismissing tickets police issue to drivers who made U-turns across the bike lanes along the avenue. The DMV said District law did not explicitly state that U-turns are illegal even though the road is posted with signs forbidding those turns, according to the Washington Area Bicyclist Association.

Gray's order clarifies that the U-turns across the bike lanes are illegal and that drivers should be fined $100 for making one.

Cyclists have been pushing for stricter enforcement along Pennsylvania Avenue. The District Department of Transportation noted that 11 of the 14 bike crashes between 2010 and 2011 were caused by motorists making U-turns.
