The Congress Wednesday said the Gujarat government had not obeyed the Electuion Commission directive to lodge a police complaint against Chief Minister Narendra Modi for poll code violation. The party said Modi violated the Model Code of Conduct by displaying a paper lotus near a polling booth. Congress general secretary Ajay Maken said the poll panel had given the state government time to file a first information report till 6 p.m. Wednesday "but no action had been taken".
