'I would suggest that the website never crashed,' says Kathleen Sebelius

Health and Human Services Secretary Kathleen Sebelius explained during her testimony to Congress on Wednesday morning that the website had never crashed.

Sebelius admitted that the HHS was anxious to get the site launched in time for the Oct. 1 deadline.

"We were anxious to get the website up and running and functional, which we have clearly failed to do, to date, although I would suggest that the website never crashed. It is functional, but at a very slow speed and very low reliability, and has continued to function,” said Sebelius.
