When American politicians get around to reforming their immigration laws, they tend to look backwards. They seek to address immigration problems in the past rather than look ahead and set policy that will strengthen the nation in the future. That’s true, in my opinion, of the bipartisan majority that supported the immigration bill passed by the Senate last spring and of its most vocal critics....
