Just days before healthcare.gov was launched, Henry Chao, the Centers for Medicare & Medicaid Services deputy chief information officer, sent tech staff working on the website to complain about the error screen.

"Jon and Ketan – can you think about a better way to convey to the public when the site is not available?" he wrote in a Sept. 25 email. "I am picturing in my mind all the major print and online publications taking screenshots of what is below and just ramping up the hyperbole about hc.gov not functional.”

Attached to the email was the familiar error screen seen by millions of Americans on the day healthcare.gov was launched.

The email was released Wednesday evening by the House Oversight and Government Reform Committee Chairman Darrell Issa, R-Calif.
