President Obama's partisan speech on his economic agenda was "entirely appropriate" despite the ongoing search for two potential shooters at Navy Yard, White House Press Secretary Jay Carney argued.

Obama never considered cancelling the economic speech, Carney said. "He addressed [the shooting] at the top of his speech about the five-year anniversary and the need to make sure that we, as a nation, do not make mistakes ... [that] reverse the progress that we have achieved," the spokesman told reporters.

"[I]t's entirely appropriate, today, for the president to talk about that," Carney added, arguing that "time is short" to address Obama's economic priorities.

In reference to the ongoing search and investigation into the shooting at a nearby military installation, Carney also said that "it's entirely appropriate for the president to address that at the top of his remarks."
