Maryland Gov. Martin O'Malley appointed attorney Earl Adams Jr., of Prince George's County, to the regional airports board in charge of the $6 billion Dulles Rail project, Reagan National Airport and Dulles International Airport.

Adams, a government affairs lawyer for DLA Piper, will fill Maryland's newly created third slot on the Metropolitan Washington Airports Authority board, which was expanded to address Virginia's complaints that the board was unresponsive to local concerns.

Adams previously served as chief of staff to Maryland Lieutenant Gov. Anthony Brown and, before law school, worked for American Airlines as a revenue management market analyst.

Adams graduated with a bachelor's degree from Morehouse College, a master's degree in public administration from the Harvard Kennedy School and a law degree from Boston College.

Adams will join another DLA Piper lawyer already on the board: Virginia appointee Frank Conner.
