FREDERICK, Md. (AP) — The mayor of Frederick is proposing giving residents more time to speak their minds at public meetings.

Mayor Randy McClement has suggested allowing for public comments at the beginning and end of each meeting. Comments are currently allowed only at the end of the meetings and at the time of each public hearing agenda item.

The Frederick News-Post (http://bit.ly/1ahg0pP ) says the mayor and the Board of Aldermen will finalize the changes at a public meeting.

Alderwoman Donna Kuzemchak says it's important that the same rules apply to everyone who speaks.
