LANSING, Mich. (AP) — A Michigan House panel has approved legislation to crack down on smugglers trying to bring out-of-state cans and bottles across the border to receive the state's 10-cent deposit.

The House Regulatory Reform Committee passed the legislation Tuesday. The bill would make an attempt to return between 100 and 10,000 non-returnable containers subject to fine up to $1,000 or 93 days in jail, or both. Current law sets penalties only for those who actually return fraudulent containers.

The bill now heads to the full House for consideration.

Most recent 2007 estimates from the Michigan Beer and Wine Wholesalers Association say the state loses up to $13 million each year from fraudulent returns.
