House Minority Leader Nancy Pelosi, D-Calif., said she is “leaning toward” appointing members to a special committee empaneled to investigate the Sept. 11, 2012, terrorist attack on the U.S. consulate in Benghazi, Libya.

Pelosi has not made a final decision, a top Democratic aide said. She met privately with fellow Democratic lawmakers on Wednesday after meeting for an hour with House Speaker John Boehner, R-Ohio.

“We have offered assurances on committee procedures, but no substantive changes that could hurt the investigation," a GOP aide said.

Democrats first want assurances about how the select committee will operate. Pelosi earlier this month asked that the panel include an equal number of Democratic and Republican lawmakers, but Boehner rejected that idea, establishing a panel with seven Republicans and five Democrats.

“Talks between Pelosi and Boehner staff continue this morning on remaining items Democrats are asking for to ensure fairness, transparency and balance with respect to the committee’s proceedings and operations,” a Democratic aide said.
