Control of the Detroit Housing Commission will be returned to the city under a newly announced transition plan by HUD.

The Detroit News reports (http://bit.ly/yR6kSO ) that federal Housing and Urban Development officials detailed the plan during a visit Wednesday to Detroit. The city also will make appointments to the commission.

The Detroit Housing Commission is behind the building of affordable homes and apartments for people with low to moderate incomes. HUD began oversight of the commission in 2005 after a review determined Detroit owed $14.2 million for improper spending of federal dollars.

Wednesday's announcement was made at Emerald Springs, a 207-unit Detroit Housing Commission development.
