Indiana battles legislative creep in short session

Gov. Mitch Daniels may be fighting the rising cost of a college education via "credit creep," but he's relying on Indiana's "legislative creep" to get the job done.

More than 40 years ago, lawmakers gathered at the Statehouse once every two years. They changed the state constitution in 1970 to allow them to meet annually. They added a "short session" during even-numbered years to deal with "emergency" legislation.

House Democratic Minority Patrick Bauer argues that the General Assembly's session has grown in scope far beyond its original purpose. Bauer has been in the House since 1970.

But House Ways and Means Chairman Jeff Espich says the Legislature "is a lot like everything else in life ? it gets more and more complicated."
