Pr. George’s gets new budget director

Jonathan Seeman will be the next director of the Prince George’s County Office of Management and Budget pending approval from the County Council, according to an announcement Tuesday.

“Mr. Seeman has more than 30 years of government experience and more than 20 years of budget management experience,” Prince George’s County Executive Jack Johnson said in a statement. “He is a welcome addition to our county.”

Seeman replaces Thomas Himler, who left in June after seven years in the position. Seeman most recently worked in Prince George’s as budget director for the county’s public school system. After two years, he left that position in mid-2005 to work as Howard County’s budgetdirector.

Raquel Sanudo, Howard County’s chief administrative officer, said Seeman’s short time with the county meant he only really worked on the fiscal 2007 budget and began a process to purchase a new budget system. But Sanudo said she understood Seeman was concerned about who would be the next county leader in Howard, and the winner of the Prince George’s election seemed more certain.

“We were hoping he would have stayed a little bit longer,” she said.

Seeman first worked for Prince George’s in 1983 as a budget analyst in the management and budget office and worked his way up to deputy director by the time he left in 1995.

In state government, Seeman served as the deputy secretary of the Maryland Department of Labor, Licensing and Regulation and oversaw 1,700 employees as well as a budget of $150 million. He also held various positions in the state’s transportation authority and the Department of Health and Mental Hygiene. There, Seeman managed more than 10,000 employees and was responsible for a $5 billion annual budget.
