NORTH KOREAN OFFICIALS OFFERED A RARE PUBLIC APOLOGY THROUGH STATE MEDIA ON SUNDAY AFTER AN APARTMENT BUILDING UNDER CONSTRUCTION IN THE CAPITAL COLLAPSED.

THE OFFICIAL REPORT GAVE NO DEATH TOLL...BUT BLAMED THE "SERIOUS" ACCIDENT ON IRRESPONSIBLE SUPERVISION AT THE CONSTRUCTION SITE...SAYING THE NEWS HAD UPSET NORTH KOREA'S LEADER KIM JONG UN.

PICTURES SHOW GOVERNMENT OFFICIALS STANDING SHOULDER TO SHOULDER WITH GRIEVING RELATIVES...WITH ONE OFFICIAL BOWING TO A CROWD GATHERED AT THE ACCIDENT SITE...

AND ON THE STREETS OF PYONGYANG, RESIDENTS EXPRESSED OUTRAGE OVER THE INCIDENT.

SOUNDBITE (Korean) Pak Chol, Pyongyang resident:

"This accident happened because they broke the rules and methods of construction. After this accident, we must make sure that this kind of terrible accident never happens again, by sticking to the proper method of building."

A SOUTH KOREAN OFFICIAL SAYS THE 23-STORY COMPLEX LIKELY HOUSED ABOUT 92 FAMILIES...AS IT'S NOT UNUSUAL FOR NORTH KOREANS TO START LIVING IN APARTMENTS BEFORE CONSTRUCTION IS COMPLETE.

WHILE IT'S NOT CLEAR HOW MANY RESIDENTS WERE INSIDE AT THE TIME OF THE COLLAPSE, CASUALTIES COULD BE IN THE HUNDREDS.
