Who is the candidate with no ideas and empty rhetoric?

According to the Obama campaign, its Paul Ryan.

“Paul Ryan’s eloquent rhetoric can’t hide the harsh reality,” reads the text of a new ad created by the campaign.

The ad compares Paul Ryan’s words side-by-side with Democratic congressman Chris Van Hollen of Maryland warning voters about the policies under the Romney/Ryan ticket.
