Russia is laying the groundwork for a military intervention in eastern Ukraine but has apparently not decided whether to make a move. Former ambassador Michael McFaul said “They’re starting to put together the narrative to justify it.” Over the past two days, pro-Russian protesters have fought Ukrainian security forces for control of government buildings in eastern Ukraine. Already, punishment against Russia — American sanctions against individuals, NATO’s severing cooperation with Russia, the canceling of meetings between Obama and Russian President Vladimir Putin — has been the most serious in a generation, he said.
