Foreign policy and the global economy are on the agenda Monday as President Obama meets with his counterpart from Spain. Spanish Prime Minister Mariano Rajoy arrives at the White House in the mid-afternoon. The White House schedule says, Obama and Rajoy "will discuss promoting economic growth and new jobs, support for the Transatlantic Trade and Investment Partnership, cooperation within NATO, Latin America, shared challenges in North Africa and the Middle East, and other topics of mutual interest," . Another likely topic: National Security Agency surveillance powers, which can extend into foreign nations. Obama is scheduled to announce changes to NSA policies on Friday.
