President Obama said that Republican opposition in Congress and state governments “makes it harder” to implement Obamacare, which he said is already implemented for 85 percent of Americans.

Obama said that the parts of the law that affect the most Americans have already taken effect. “[W]hat is left to be implemented is those provisions to help the 10 to 15 percent of the country that is unlucky enough to not have health insurance,” Obama told reporters. “There’ll still be glitches and bugs, [but] that’s true of every government program that’s ever been set up.”

He blamed Republicans for complicating the job. “When you’re dong it nationwide, relatively fast, and you’ve got half of Congress who is determined to block implementation and not adequately funding implementation, and you’ve got a number of governor, Republican governors, who think it’s [bad politics to implement the law] — that makes it harder,” the president said.
