Virginia Del. Mark Kearn, D-Vienna, is planning to introduce legislation that would either completely exempt Fairfax County resident who live in the special tax districts or require that they be taxed at a lower rate than businesses in those district. This comes in response to the county's plan to redevelop Tysons Corner.
