Police identify officers who shot at a man in College Park

Prince George's County police have identified three officers who shot at a man in College Park.

The officers -- Jordan Swonger, James E. Carpenter and Kenneth G. Tant -- have been placed on paid administrative leave, police said.

On July 5, officers went to the 4700 block of Lakeland Road for the report of a man on PCP with a gun.

Swonger saw 21-year-old Andrey Trorry McKoy and his mother walking toward him, and police say McKoy fired multiple shots at Swonger, hitting his cruiser. Swonger then got out of his cruiser and shot back, but he didn't hit McKoy, police said.

Swonger and McKoy then got into a physical altercation, during which McKoy dropped a gun. Other officers came to help Swonger arrest McKoy, police said, but he fled. Then, Swonger Tased McKoy but it didn't take effect.

McKoy continued running toward Baltimore Avenue and pulled a lighter out of his pants that officers thought was a gun, police said. He raised the object at the officers while taking a shooting stance, as if he had a firearm. Carpenter and Tant shot at McKoy, striking him multiple times.

McKoy got into a police cruiser, drove it north on Baltimore Avenue and ran into a brick wall. Officers got McKoy out of the cruiser and took him into custody.

Police said McKoy was taken to a hospital and was listed in good condition on Friday.
