Timothy Jost, an expert witness testifying in defense of President Obama’s health care law, told Congress that “the administration is in a triage mode” trying to implement Obamacare, which has developed into a more difficult task than the White House expected.

“I think that the administration is in a triage mode,” Jost, a professor at Washington and Lee University School of Law, told a House Ways and Means Subcommittee this morning. “Seriously, they do not have the resources to implement all of the provisions on time.”

He blamed the states that have refused to implement Obamacare for complicating the law. “[T]he way this law was intended to be implemented, the states were going to take much of the responsibility,” Jost said. “For political reasons,m many of the states have declined to do that, so the administration has ended up with a much bigger job than they otherwise would have had.”
