Russia said on Monday that more than 100,000 people have fled across its border to escape violence in eastern Ukraine and signaled that it has been delivering humanitarian assistance to the region without Kiev's consent. Security Council members mull a draft resolution to approve cross-border aid access in Syria without government consent - where the U.N. says 9.3 million people need help - Russian Ambassador Vitaly Churkin said Moscow had found "ways and means" to get humanitarian help into neighboring Ukraine.
