Montgomery County Police have ruled the shooting of a 21-year-old in White Oak Friday a homicide.
Police say they found the man at 3:45 p.m. Friday on the 11400 block of July Drive, in the White Oak area of Silver Spring.
Witnesses say they saw two black men leaving the scene, according to the police. However, they have not yet released the victim's name or a detailed description of the suspects.
