Three men sentenced in killing caught on 911 call

Three Prince George's County men were sentenced to at least 19 years in prison each for a fatal stabbing that was captured on the victim's 911 call for help.

Wayne "Face" Jackson, 23, of Capitol Heights, was sentenced to 24 years; Harold "Rocky" Proctor, 20, received 19 years; and Christopher Williams, 21, was sentenced to 22 years for the 2011 slaying in Southeast Washington.

According to court documents, the three men schemed to assault and rob 20-year-old Kevin Blackwell Jr. The men believed that Blackwell had set them up in a robbery and they wanted revenge, charging documents said.

On the night of Dec. 17, a fourth person, who was not identified in court documents, called Blackwell to lure him outside on the 900 block of Burns St. SE.

The trio waited and used brass knuckles and a knife in the ambush. The murder was captured on the 911 call and recorded by dispatchers.

But during the attack, Blackwell managed to call 911. One of the assailants can be heard on the recording yelling to take Blackwell's North Face jacket.

"Nah son, I'm about to stab [him]," Jackson says, according to prosecutors.

Jackson drove the knife into Blackwell's chest, and can be heard saying, "Look at the blood on that [expletive]."

Investigators were able to use cellphone records the next day to trace Blackwell's phone to Proctor's home in Upper Marlboro.

Blackwell's cellphone and the North Face jacket were discovered in Proctor's bedroom.

Proctor and Williams contacted the fourth person who helped arrange the meeting and asked the co-conspirator to mislead investigators, according to prosecutors.

Williams also threatened the co-conspirator if the co-conspirator "snitched."

In November 2012, all three men pleaded guilty in D.C. Superior Court to second-degree murder while armed and related charges.

Proctor and Williams also pleaded to obstructing justice for their role in attempting to interfere in the murder investigation.
