Tim Carney: Ethanol mandates and starving kids in Guatemala

Our federal law requires refiners buy ethanol. This results in ethanol imports from places like Guatemala. This spurs the ethanol industry in Guatemala. This exacerbates things for the hungry people in Guatemala. There are a lot of hungry people in Guatemala.
