District resident Raymond Harris, 44, was found shot and lying in the road on the 1100 block of Bladensburg Road NE at about 1:44 a.m., police said. Another man was found shot inside a vehicle nearby and was transported to a local hospital. Both men were shot in the head.

Two men in ski masks fled the scene in a white Chevy Impala with unknown tags, according to police spokesman Officer Hugh Carew.
