RICHMOND, Va. (AP) — A Coast Guard lieutenant commander from Norfolk has been appointed to the 2014-2015 class of White House Fellows.

The White House says Kate Higgins-Bloom is one of 15 selected for the program.

Higgins-Bloom commanded a Coast Guard ship in the Middle East and led search and rescue operations off the New England coast.

She also has received awards for her work during deployments to oil spills and incidents such as Hurricane Katrina.

Higgins-Bloom also was a founding member of the Harvard Women in Defense, Diplomacy & Development Alumni Group and the Women's Leadership Initiative at the U.S. Coast Guard Academy.

The White House Fellows Program was created in 1964 by President Lyndon Johnson. It gives promising leaders firsthand, high-level experience with the workings of the federal government.
