HOW IT HAPPENED AND WHY -Washington is still in shock a day after a gunman killed a dozen workers at the Washington Navy Yard, less than a mile from the Capitol. The shooter, a former sailor who went to work for a Navy computer contractor after he was bounced out of the service, was reportedly angered over a benefits dispute.
