Why South Korea's English Programs Aren't Working

Although South Korea's private language institutes have proliferated in recent years, South Koreans are ranked only 24th in the world for English proficiency, according to a survey by Education First. Jasper Kim of Ewha Womans University tells the WSJ's Deborah Kan why South Koreans aren’t yet fluent in English.
