In education, accountability is usually measured by what governments require schools to do: administer tests, file reports, meet compliance standards, and undergo periodic reviews and audits. Those tools have a place, but they all share one limitation. They take years to reveal that a child is in the wrong educational environment.
Parents whose child is in school cannot afford to wait that long.
